Acute readers may notice that the change in the control voltage does not immediately shift the clock phase of a VCO. The phase rather changes with the time-integration of the control voltage. In other words, it takes time to change the phase of a VCO. This characteristic leads to an often-cited phenomenon called jitter accumulation. That is, phase error in a PLL does not get corrected immediately after it has been detected by the phase detector and acted on by the loop filter.
